[VOTE] Release Kafka-0.7.0-incubating

Kafka community is excited to share RC 9 for release of
Kafka-0.7.0-incubating. In the interest of saving time, and with the
expectation that the one-liner change will pass the vote on
kafka-users@, we will run a vote in parallel here.
