That's wrong (or new - where did you hear it?) - as long as a PMC
accepts overseeing such a list I think it's perfectly ok.
In the case of a podling, the PMC is the Incubator PMC, represented by
your mentors, so I'd make sure the mentors agree with the list's
creation, and document that with a vote on your dev list (which IIUC
already happened).
